Both HERE and TomTom offer commercial vehicle routing with physical and regulatory constraints. Both platforms express dimensions, gross weight, axle count, ADR tunnel categories, and hazardous cargo. The constraint sets overlap substantially. The decisive difference is weight per axle group. HERE exposes weightPerAxleGroup with distinct values for single, tandem, triple, quad and quint groups. TomTom exposes vehicleAxleWeight as a single scalar alongside vehicleNumberOfAxles.
US federal bridge formula and state weight limits are frequently expressed per axle group. A five-axle tractor-trailer — steer axle, tandem drive, tandem trailer — cannot be described by one per-axle scalar without losing the information the regulation is written against. For European operations where restrictions are more often expressed by gross weight and per-axle limits, the gap narrows substantially.
HERE Matrix Routing v8 operates in three modes. Flexible mode supports live traffic and custom avoidances, capped at 15 × 100. Region mode reaches 10,000 × 10,000 asynchronously within a 400 km diameter. Profile mode reaches the same ceiling without live traffic.

TomTom Matrix Routing v2 API is limited to 200 cells synchronously and 2,500 cells asynchronously in the standard tier. For teams that need larger matrices, TomTom requires contacting sales for a custom offer — adding friction and negotiation overhead before you can even test at production scale.
Both HERE and TomTom provide global geocoding with strong coverage across 200+ countries. HERE Geocoding API adds native batch processing for enterprise address workloads — fleet onboarding, territory setup, and data enrichment pipelines that require processing thousands of addresses efficiently.
TomTom provides geocoding with a free tier of 2,500 requests per day. Batch geocoding availability in TomTom's standard API tier is limited compared to HERE's native batch endpoint.
Both HERE and TomTom offer iOS, Android, and web SDKs with map rendering, navigation, and real-time traffic. For standard mobile fleet applications, both platforms are comparable.
HERE adds on-premise deployment for organizations with strict data residency or compliance requirements. HERE Positioning API extends coverage to indoor Wi-Fi and cell-based positioning — relevant for warehouse and last-mile scenarios. TomTom's on-premise options require enterprise contact and are not available in standard tiers.
Both HERE and TomTom offer truck routing with vehicle constraints — this is not a case of one having it and one not.
